There, you can define shipping zones by clicking on "Add shipping zone." Regarding tax configuration, always start with "Settings," then click on "Taxes." In "Tax settings," you can configure the tax applied to certain countries in the "tax rates" section, or you can leave the "all taxes are included in my prices" box checked, which means that the prices displayed on your store already include tax.
